US Congressman Riley Moore (R-West Virginia) has called the H-1B and OPT programs "SCAMS" in a post on X — claiming 650,000 American computer-science graduates are being replaced by 500,000 H-1B holders, "mostly from China and India."
Moore called for ending both programs outright. His remarks come days after VP JD Vance described H-1B workers as "foreign indentured servants" — and as USCIS data shows Indians made up roughly 70% of approved H-1B beneficiaries in FY2025.
